Catalog of Services
Metro DWDM
The Office of Telecommunications Management (OTM) offers high bandwidth optical data transport between 3 data centers in the Baton Rouge metropolitan area. The Metro service uses Dense Wavelength Division Multiplexing to provide transparent, protocol independent, bit-rate transport of numerous service types. This service is ideally suited for business continuity / disaster recovery solutions, Ethernet transport and optical storage connectivity.
Service Locations
- InformationServices Building, 1800 North Third Street, Baton Rouge
- Department of Public Safety Data Processing Center, 8001 Independence Boulevard, Baton Rouge

Service Offerings
- Unprotected Transport--one circuit to transport a supported protocol between two service locations
This circuit is composed of 1) a connection to customer agency end equipment at location A and 2) a connection to customer agency end equipment at location B. There is one transmit path and one receive path. Unprotected transport offers no protection from Metro DWDM equipment or fiber failures. All points along the unprotected path are considered single points of failure.
- Line Protected Transport--One circuit to transport a supported protocol between two service locations
This circuit is composed of 1) a connection to customer agency end equipment at location A and 2) a connection to customer agency end equipment at location B. There is one transmit path and one receive path. Line protected transport offers protection from most Metro DWDM equipment or fiber failure. Single points of failure include the Metro DWDM client interface card and the chassis housing the Metro DWDM client interface as well as the customer end equipment.
- Client Protected Transport--Two circuits to transport the same supported protocol between two service locations
Each circuit is composed of 1) a connection to customer agency end equipment at location A and 2) a connection to customer agency end equipment at location B. Each connection has one transmit path and one receive path. These are two Unprotected circuits carrying the same protocol and serving the same purpose but terminating on different customer end equipment ports at each location. Dependent upon the design options available at the time of order, OTM can engineer the circuits for varying levels of diversity to provide protection from DWDM equipment or fiber failure. With maximum diversity no single points of failure exist aside from the facilities where the equipment is housed.
Network Description
- Infrastructure Equipment--OTM has deployed a bi-directional point-to-point topology on which the multi-service Metro DWDM platform delivers 32 wavelengths of bandwidth, scalability up to 10G per wavelength, and sub-rate multiplexing capabilities. The platform is a field-proven, carrier-grade product, built to industry standards for the support of mission-critical services. The platform complies with standards set forth by OSMINE and NEBS/ETSI.
- Network Availability--OTM supports Metro DWDM services 24 hours a day and 7 days per week. The network will be available at all times with the exception of planned network maintenance intervals and unexpected failures of equipment or fiber. Click here to view the Network Maintenance policy and schedule.
Billing Rates
Due to the expense associated with the equipment used to provide this service as well as unpredictable customer demand, the rates for Metro DWDM service are customized based on the type of hardware required to provide a connection. Rates for all customers may also be adjusted more frequently than every fiscal year if significant changes in demand occur.
How to Order
Agencies who wish to discuss options for Metro DWDM service should contact OTM, Enhanced Network Services, LAN Support at 225-219-4860. After OTM determines the hardware needed to support the proposed connection, a rate quote will be given to the agency. If the agency decides to proceed, they may then place an order for service by emailing the LAN Support supervisor or the Enhanced Network Services manager with the appropriate details.
Additions, Deletions and Changes
The OTM Enhanced Network Services LAN Support group performs all additions, deletions and changes within the network. There is a standard fee associated with installing Metro DWDM service, which is listed in the OTM Catalog of Services. The installation interval will vary based on the service requested and hardware availability.
Forms--There are no forms associated with this service.
Trouble Reporting
The OTM Network Services LAN Support group provides day to day support for Metro DWDM services, including problem determination and repair. OTM contracts with the Office of Computing Services' Centralized Monitoring Service (CMS) within DOA to monitor Metro DWDM network elements 24x7 and to provide a call center for trouble reporting.
Metro DWDM problems should be reported to the CMS group at 225-219-4CMS (219-4267). When reporting a problem between 10pm and 6am, callers will be asked to select an option and leave a voice mail for the appropriate OTM on-call person. Upon receipt of a ticket or voice mail OTM will contact the customer and begin working on the problem within 1 hour. If necessary, OTM will engage equipment and/or cable vendors for assistance. In the event of a hardware failure replacement parts will be received within 6 hours of request.
