Discontinuation of H.320 Video Conferencing Line of Service

The state Video Network Services (VNS) contract with BellSouth is scheduled to end on June 30, 2008. At that time, the Office of Telecommunications Management (OTM) will no longer provide the H.320 Video Conferencing line of service.
Having anticipated the discontinuance of the H.320 Video Conferencing line of service, OTM and the Office of Information Technology (OIT) worked with the major customers last year to establish a Video Conferencing Advisory Committee. Representation on that committee came from the Executive (including higher education), Legislative, and Judicial branches of state government. That committee initiated a project to develop and adopt an enterprise video conferencing strategy, the intention of which was to create recommended best practices for a conversion to H.323 (Video over IP). However, the committee tabled the project due to little or no success in its efforts to gain customer participation in defining future requirements, in participating in technology pilots, and in developing recommended solutions.
H.320 Video Conferencing line of service customers are strongly encouraged to begin proactive efforts now to identify ongoing video conferencing requirements. This assessment should include internal discussions with business and functional units as well as with IT representatives. The results should identify hardware/software purchases for upgraded network requirements, as well as multi-point control unit (MCU) and scheduling functionality. This information should be forwarded to OIT/OTM. Customers will need to budget for equipment purchases/upgrades, provisioned through interagency agreements or service provider contracts.
OTM has put in place contracts for Polycom and Tandberg brand video conferencing equipment. The vendor for both contracts is Wire One Communications, Inc. Customers interested in H.323 video conferencing should contact Wire One to determine their equipments compatibility or if an upgrade to H.323is available for their existing video equipment. The contract numbers are 406677 for Polycom equipment and 406720 for Tandberg equipment.
OTM will hold sessions in September to hear agency needs. Customers should be prepared to discuss their requirements with OTM and the Video Conferencing Advisory Committee. OTM will then partner with customers to determine the approriate strategy for ongoing support of next generation video conferencing services.
