FY 2008 Annual Action Plan (Action Plan: One Year Use of Funds -- III.C.2.)
Application deadline for the two-year funding cycle was December 1, 2008.
The rating factors and corresponding points used to rate applications follow:
- Cost Effectiveness (maximum possible points - 44)
- Program Impact (maximum possible points - 44)
- Involvement of Auxiliary Entities (maximum possible points - 4)
- Pre-agreement and Administrative Costs (maximum possible points - 4)
- Target Area within a Designated Renewal Community (maximum possible points - 4)
Total Maximum Points: 100
Owner- and renter-occupied single-family units as well as multi-family housing units are eligible. Funds expended on rental unts require a 50 percent dollar match from the landlord/owner and every renter-occupied residence must be made available and affordable for occupancy by low-to-moderate income persons for a period of five years. The applicant will be responsible for tracking availability and affordability of these units for this period.

Cost Effectiveness
The cost per handicapped/disabled person benefiting will be calculated. The lowest cost per handicapped/disabled person benefiting will be determined among the applications and that applicant will receive 44 points. Each applicant will then be scored relative to the lowest cost per person.

Program Impact
Measured by the expected duration of a handicap or disability for each person with a handicap/disability. The duration is measured as follows: 1) more than 5 years, 2) between 2 and 5 years, and 3) less than 2 years. A household will not qualify where the handicap or disability of a person is expected to be for a period of less than 2 years. If over a 2-year period, weights will be assigned to each handicapped or disabled person: for more than 5 years - a weight of 10; between 2 and 5 years - a weight of 5; for less than 2 years - a weight of 1.

Involvement of Auxiliary Entities
Applicants involving the assistance of other agencies or organizations in the renovation or reconstruction of housing units will receive 4 points.
Pre-Agreement and Administrative Costs
Applicants certifying that local (or other) funds would pay all of the pre-agreement and administrative costs associated with implementing the program will receive 4 points.
Target Area within a Designated Renewal Community
Applicants whose entire target area(s) is within a renewal community will receive 4 points.
Tie Breaker
Highest percentage of low and extremely low income persons.
