BATON ROUGE – Commissioner of Administration Angele Davis announced today that Mark A. Brady has been named to the position of Chief of Staff in the office of the Commissioner, and that Kim Manning has been hired as Senior Legislative Analyst.
Brady previously served as Deputy Assistant Secretary of the U.S. Department of Commerce. He comes to the Division of Administration from the Arab Bankers Association of North America, where he served as chief operating officer and executive director.
Manning most recently served on Governor Jindal’s Executive Staff as Senior Analyst to the Deputy Chief of Staff and has over twenty years experience working for the Louisiana State Senate.
Commissioner Davis said: “Mark Brady is an innovative leader with experience of producing results in managing finance, business development, marketing, and communications functions in government as well as the private sector. Kim Manning is a proven leader with tremendous knowledge and expertise in areas of policy and legislation. They will both be valuable additions to our team at the Division of Administration.”
As Chief of Staff, Brady will be responsible for the operations and planning of the office of the Commissioner, as well as working to ensure that the outcome goals of the Division are accomplished and the appropriate performance measurement system is implemented and maintained. He will also serve as the Division’s liaison to the Legislature with responsibility for its legislative agenda.
As Senior Legislative Analyst, Manning reports to the Chief of Staff and is responsible for helping to manage the legislative program for the Division of Administration, as well as providing advanced and responsible counseling, legislative, fiscal, and other governmental consultation, research and drafting.
With the addition of the Chief of Staff and Senior Legislative Analyst, the office of the Commissioner has undertaken reorganization and consolidation of certain functions and operations to utilize these two fulltime positions to replace four total staff and create savings in salaries in the office of the Commissioner.
Mark A. Brady
Prior to joining the Division of Administration, Mark Brady served as Chief Operating Officer and Executive Director of the Arab Bankers Association of North America (ABANA). ABANA is a not-for-profit professional association with members from the financial services industry in the Arab world and North America. Through its programs, website and publications, ABANA fosters improved relations, information-sharing and understanding between the Arab and American public and private financial sectors.
Prior to joining ABANA, Brady was U.S. Deputy Assistant Secretary of Commerce for Services in Washington, D.C. He oversaw and managed three separate offices, which developed trade policy, identified foreign market barriers, and analyzed trends affecting the domestic and foreign competitiveness for U.S. businesses in the service, tourism and financial services industries. Brady also provided technical support to the United States Trade Representative during trade negotiations and worked to ensure that U.S. exporters had competitive access to export finance through the Department of Commerce’s representation on the Export-Import Bank and the Overseas Private Investment Corporation.
Prior to assuming that position, Brady was appointed by President Bush to be the first Executive Director of Corporate Partnerships for the U.S. Commercial Service. Before joining the Bush Administration, Brady was President of Manchester Partners, Inc., a corporate financial advisory firm where he worked with executive management of both publicly and privately held companies on financial management and international business development. Brady is a former member of the New Hampshire Legislature where he represented district 2 and served on the Commerce Committee. He has written and testified extensively on fiscal, health care, and environmental policy, and successfully sponsored legislation into law as a legislator.
He earned a degree in Economics from the Whittemore School of Business and Economics, University of New Hampshire.
Kim Dodd Manning
Kim Dodd Manning most recently served on Governor Jindal’s Executive Staff as Senior Analyst to the Deputy Chief of Staff Stephen Waguespack. Manning assisted in coordinating the Governor’s Legislative Package, as well as assisted in special projects for the policy and legislative teams as chief policy advisor to Deputy Chief of Staff. Manning has had over twenty years experience working for the Louisiana State Senate.
As Senior Staff with the Senate, in 2008 she was the primary staff for Senate's Select Committee on Homeland Security. In 2006, Manning coordinated and managed the Statewide Constitutional Amendment Tour, a tour aimed at educating Louisianians on a constitutional amendment to provide levee protection, waterways infrastructure funding and levee protection legislation. In 2005, Manning coordinated hurricane recovery efforts with the Office of Homeland Security and Emergency Preparedness, legislators, and business leaders, for the Southeastern portions of Louisiana. After drafting legislation to bridge communication gaps after the storm, Manning was invited to speak at the University of Limerick in Ireland during the “Forum on Public Safety in Europe and North America.”
She also developed and administered the state senate's internet, intranet, and the Senate Mobile website; and also served as the senate president's designee for the state’s “IT Master Planning Process” for state government. Manning has a bachelor's of arts in political science from Louisiana State University.
