The Capital Outlay Budget Development System (BDS) is a custom developed, web based, application supporting the capital outlay budget preparation/execution process. Its functions include development of the Capital Outlay Bill, inclusion of legislative of changes made by legislative amendments, and the interface of capital outlay appropriations to AFS, the state financial system.
