The mission of the Administration Program is to provide leadership, direction, and institutional support in the day-to-day management of the institution, including maintenance of American Correctional Association (ACA) accreditation.
The goals of the Administration Program are:
1. Ensure that the unit operates safely, efficiently, and effectively through management's leadership, adherence to departmental regulations and procedures, and by meeting ACA standards.
2. Maintain a clean, well-groomed, and attractive environment at the unit that instills pride in both staff and inmates.
3. Effectively manage available resources to ensure maximum utilization and avoidance of budget deficits in accomplishing the unit's goals and objectives.
The Administration Program includes Administration and Institutional Support activities. Administration includes the warden, institution business office, and ACA accreditation reporting efforts. Institutional Support includes telephone expenses, utilities, postage, Office of Risk Management insurance, and lease-purchase of equipment.
OBJECTIVES AND PERFORMANCE INDICATORS
1. In FY 1998-99, the Administration program will maintain American Correctional Association (ACA) accreditation while providing services in the most economical, efficient, and effective way possible.
Explanatory Note: To accomplish this objective, EHCC will: maximize institutional efficiency and effectiveness with all available resources by continuing to maintain high standards and performance; maintain a work climate characterized by professionalism, objectiveness, good order, and high morale; enhance development and performance of mid-level staff for future growth and expansion; strive to monetarily compensate employees who routinely work in excess of basic job requirements so as to reduce the amount of compensatory time and promote good morale; maintain an organization that offers to inmates continuous programs designed to provide opportunities and enhancement toward acceptable standards for improved reintegration into the community; strengthen efforts to inform the legislature, media, and community of EHCC's high standards and accomplishments within the professional field; and stress commitment to institutional integrity to all personnel through a high standard of fundamental leadership.
RESOURCE ALLOCATION FOR THE PROGRAM
This program is funded entirely with state general fund.

The total means of financing for this program is recommended at 70.1% of the existing operating budget. It represents 67.0% of the total request ($3,947,172) for this program. The decrease in the recommended level is primarily attributed to the statewide Risk Management adjustment.
