17-560 State Civil Service

The mission of the Department of State Civil Service is to develop and administer human resource practices that enable employees and organizations to provide cost-effective, quality services in a manner that is consistent with Article X of the Louisiana Constitution and consistent with the unique requirements of operating in the public sector.

The goals of the Department of State Civil Service are:

1. Improve the hiring process and promotion processes.

2. Improve the classification and compensation systems.

3. Increase the capabilities of agency supervisors and human resource managers through training and other activities.

4. Improve the discipline and appeals procedures.

5. Promote effectiveness and accountability in state agencies and their employees.

6. Utilize technology to improve agency and Civil Service productivity and effectiveness.

The Department of State Civil Service has two programs: Administration and Human Resources Management.

External Comparisons: Based upon a survey of state governments published in 1996 by the Council of State Governments, the nationwide median ratio of employees of central personnel systems to covered employees was 1:393, and the nationwide median expenditure per covered employee was $155. The most relevant information available from the private sector comes from a 1997 Bureau of National Affairs (BNA) survey of private organizations. According to that survey, the median private sector expenditure for personnel administration per employee in 1997 was $792. The median ratio of human resource staff to employees reported in the BNA survey for 1997 was 1:113. (The BNA private sector figures include all personnel program personnel and expenses in both central and field/satellite locations; the average public sector costs and ratios cited above include only central personnel offices.)

BUDGET SUMMARY

This agency's recommended appropriation includes $47,025 for short-term debt, including Lease Purchase agreements.

This agency does not have any long-term debt for Fiscal Year 1998-1999.

This agency's recommended appropriation also includes the following amount by means of financing for payments on the unfunded accrued liability of the Louisiana State Employees' Retirement System in accordance with the provisions of Article X, Section 29 of the Constitution of Louisiana:
