Program Authorization: Title VII of ESEA of 1965, as amended 1994
The mission of the Title 7/Bilingual Education Program is to provide grants to local education agencies that experience large increases in their student population due to immigration.
The goals of the Title 7/Bilingual Education Program are:
1. Provide high quality instruction to immigrant children.
2. Assist immigrant children in transitional into American society.
3. Assist children in meeting the same challenging state performance standards expected of all children.
OBJECTIVES AND PERFORMANCE INDICATORS
1. The Title 7/Bilingual Education Program will work with school districts to provide services to all eligible students in FY 1998-99.
1 The local education agencies retain implementation of the grant activities.
RESOURCE ALLOCATION FOR THE PROGRAM
This program is funded with federal funds through Title VII, Part C. - Emergency Immigrant Program (P.L. 103-382).

The total means of financing for this program is recommended at 100% of the existing operating budget. It represents 100% of the total request ($269,639) for this program.
