Program Authorization: Legislative Appropriation, Louisiana State Supreme Court Rule XXXI
This program has provided special state direct aid to specific local entities for various reasons, as well as bond defeasement funds for the Louisiana Recovery District and appropriations to the Indigent Defender Board. The bond defeasement funds retired the Louisiana Recovery District debt in Fiscal Year 1997. The Indigent Defender Board expenses were funded prior to Fiscal Year 1997 in the Judiciary Appropriation Act. Pursuant to Act 1361 of the 1997 Regular Session, the Indigent Defender Board program has been transferred from this budget schedule to the Executive Department-Office of the Governor (01-100) effective January 1, 1998.

This agency does not have any long-term debt for Fiscal Year 1998-1999.
The sources of funding for this program are state general fund direct, fees and self-generated revenues, and statutory dedication. (Per R.S. 39:32B.(8), see table below for a listing of expenditures out of each statutory dedicated fund.)
The total means of financing for this program is recommended at 5.7% of the existing operating budget. It represents 3.1% of the total request ($18,303,212) for this program. The major changes include the transfer of the Indigent Defender Board expenses to the Office of the Governor (Schedule 01-100) and the elimination of certain state aid to local entities as itemized in the table reflected in the Program Description above. The differences between total recommended and total request include the aforementioned eliminations of certain state aid to local entities. Additionally, the differences include the transfer of the Indigent Defender Board expenses, enhancements requested by that board, and inflation for that board. As indicated above, whatever funding is provided the Indigent Defender Board for Fiscal Year 1999 is disclosed in schedule 01-100 - Office of the Governor.
