The STAMPS system provides the following functions:

Automated calculation of
general content exposure values.
▬
On-line entry and maintenance
of miscellaneous other exposure values.
▬
Security and integrity of all
data elements.
▬ On-line inquiry of exposure information.
▬ Opportunity for ad-hoc reporting at terminals using an integrated data software.
The State Agency
Movable Property System (STAMPS) is a subsystem of the Statewide Land and Buildings System (SLABS), which is a Division of
Administration (DOA) mainframe based system.
STAMPS was designed to provide the Office of Risk Management (ORM) an inventory of exposure values
(for insurance purposes) for all movable and intangible property in which the State has an interest. STAMPS provides ORM with a single source of data maintenance and faster accessibility
of data. The system gives the user the ability to interact with SLABS as regards report creation and
data integrity. STAMPS allows online
update of exposure values (changes/deletions/additions of records) in addition
to providing the capability to produce various online reports.
The benefits of STAMPS are as limitless as the various demands for information which state government generates. Several benefits of the system are indicated below:
▬ More consistent and accurate data.
▬ A reduction in paper documents and processing time.
▬ Elimination of duplicate data entry by system users.
▬ Standardization of data definitions, relations and uses.
▬ Accessibility of information in both same-time screen views, batch and prepared reports as well as custom reporting at the user level.
To obtain a User ID to access the SLABS/STAMPS system, you
must contact the Records Section of the State Land Office. (SLO)
SLO will determine which SLABS User Group the new user will be assigned to. If a new “User Group” is created SLO will contact ORM and ORM will then establish the specific viewing, editing, adding, deleting and reporting needs of the user (as regards the STAMPS sub-system) and design a corresponding access pattern. If this pattern requires changing over time, you should contact the ORM Underwriting Property Section.
Passwords expire every 30 days. The system will give you a message when you sign-on which indicates that your password has expired. You must assign a new password at that
time. To do this you must follow the
instructions indicated on the computer screen (enter both the old and new
password when called for). The
following conditions control creation and use of passwords for system users.

Passwords must be changed each
month. The system will prompt the user
as it does the first time a user logs on.
▬
The password must contain a
minimum of four (4) characters and may contain a maximum of nine (9)
characters.
▬ The first character of the password must be an alpha character. The remaining characters may be either alpha or numeric.
▬
The password may not contain
two identical characters contiguous to one another. For example, “PAPER” is allowed but “APPLE” is not.
▬
The name of the current month
may not be used as a password.
▬
No spaces, hyphens or
underscore characters may be used.
▬
A password may not be
immediately succeeded by a new password which has multi-character
similarities. For example, "“RIGHT”
to “LIGHT” or “FISH” to “FISHES” are not allowable changes.
Each user is responsible for his/her own password. The password should be written down and stored in a safe/secured place. If an invalid password is entered, the user is allowed three chances to change it before his/her ID is suspended.
If at any time you forget your password, you must call the
OIS help desk to re-establish access.
If you enter an invalid password, you will be given a message and will be allowed three chances to change it before your ID will be suspended.
SUSPENDED USER ID
If you attempt to sign on three (3) times and enter invalid
passwords, your User ID will be suspended and become unusable.
You must call the OIS help desk to re-establish access.
Each screen has a message line located at the bottom of the
screen. This is where you will see
messages indicating errors as well as other helpful information during your use
of the system.
The F1 key may be used at any screen to obtain a brief
statement identifying the screen and explaining its function and basic
operation. Simply press the F1 key at
any time while on a STAMPS screen and the help information will appear.
From any screen in the on-line system you are able to access
other screens by using the command line located at the bottom of each
screen. The valid commands can be found
in the table below.
