The Internet service guide is to provide guidance in the procurement process for agencies and to assist vendors in doing business with the State of Louisiana; to describe the basic procedures and requirements; and to promote efficient use of both the public procurer and vendor's time.
The Office of State Purchasing (OSP) is responsible for standardizing, procuring, or supervising the procurement of all goods, services, and major repairs required by state agencies.
Louisiana Procurement Code (LSA R.S. 39:1551 through 39:1755)
Purpose and policies are:
- to simplify, clarify, and modernize the law governing procurement by this state;
- to permit the continued development of procurement policies and practices;
- to provide for increased public confidence in the procedures followed in public procurement;
- to ensure the fair and equitable treatment of all persons who deal with the procurement system of this state;
- to provide increased economy in state procurement activities by fostering effective competition;
- to provide safeguards for the maintenance of a procurement system of quality and integrity.
