WHEREAS, Executive Order No. MJF 2003-15, issued on August 21, 2003, established the Louisiana Aquaculture Advisory Council (hereafter "Council") within the executive department, Office of the Governor; and
WHEREAS, it is necessary to amend Executive Order No. MJF 2003-15 in order to modify the membership of the Council;
NOW THEREFORE, I, M.J. "MIKE" FOSTER, JR., Governor of the state of Louisiana, by virtue of the authority vested by the Constitution and laws of the state of Louisiana, do hereby order and direct as follows:
SECTION 1: Section 4 of Executive Order No. MJF 2003-15, issued on August 21, 2003, is amended as follows:
The Council shall be composed of no more than twenty-two (22) members who, unless otherwise specified, shall be appointed by and serve at the pleasure of the governor. The membership of the Council shall be selected as follows:
1. The governor, or the governor's designee;
2. The commissioner of agriculture, or the commissioner's designee;
3. The secretary of the Department of Wildlife and Fisheries, or the secretary's designee;
4. The chair of the Louisiana Wildlife and Fisheries Commission, or the chair's designee;
5. The executive assistant to the governor for coastal activities, or the executive assistant's designee;
6. The secretary of the Department of Economic Development, or the secretary's designee;
7. The chair of the Senate Committee on Agriculture, or the chair's designee;
8. The chair of the House Committee on Agriculture, or the chair's designee;
9. The chair of Senate Committee on Natural Resources, or the chair's designee;
10. The chair of the House Committee on Natural Resources, or the chair's designee;
11. Two (2) representatives of the Louisiana State University AgCenter;
12. An aquatic biologist of the University of Louisiana System;
13. A representative of the Louisiana Farm Bureau Association with expertise in aquatic production;
14. A representative of the Louisiana Vocational Agriscience Teachers' Association with expertise in aquatic production and vocational agriscience;
15. A representative of the Louisiana Catfish Farmers Association with expertise in aquatic production;
16. A representative of the Coastal Conservation Association;
17. An active crawfish producer;
18. A representative of the Louisiana Bass Federation;
19. An active aquatic producer nominated by the commissioner of agriculture;
20. An active game fish producer nominated by the secretary of the Department of Wildlife and Fisheries; and
21. An enforcement agent of the Department of Wildlife and Fisheries.
SECTION 2: All other sections, subsections, and/or paragraphs of Executive Order No. MJF 2003-15 shall remain in full force and effect.
SECTION 3: This Order is effective upon signature and shall continue in effect until amended, modified, terminated, or rescinded by the governor, or terminated by operation of law.
