About
The Office of Louisiana Highway Construction (OLHC) was established to strengthen the planning, delivery, and oversight of highway and bridge construction across the state. In its inaugural year, OLHC laid the foundation for a modern, accountable, and results-driven approach to transportation infrastructure—one that prioritizes safety, reliability, fiscal responsibility, and timely project delivery for the people of Louisiana.
Mission and Purpose
OLHC’s mission is to advance Louisiana’s highway and bridge construction program through disciplined project management, transparent procurement, and rigorous construction oversight. The Office serves as a central driver for delivering high-quality transportation assets that support economic growth, improve connectivity, and enhance public safety—particularly in rural and underserved communities.
Investment and Impact
Through strategic use of state dollars, OLHC advanced projects that improve safety, reduce maintenance backlogs, and strengthen our rural roads and bridges. Early investments focused on bridges and highway segments with the greatest need and highest public benefit, reinforcing the Administration’s commitment to reinvesting in Louisiana’s infrastructure—one project at a time.
Accountability and Transparency
From its inception, OLHC emphasized transparency and stewardship of public funds. The Office introduced performance tracking, reporting standards, and clear lines of responsibility to ensure projects are delivered on time, within budget, and to established quality standards. These measures provide taxpayers and stakeholders with confidence in how infrastructure dollars are managed.
