Telecommunications Information Notice 25-04 Change in Billing Model for Starlink Direct Internet Access

The Office of Technology Services would like to inform customers of a change in the way Starlink Direct Internet Access is billed. OTS is moving from fixed-rate charges to billing at actual cost plus a support fee. This ensures current hardware and service plans are available to customers when Starlink changes their rates and hardware offerings.
Until now, Starlink services that support Emergency Service Functions for each agency have been billed at actual cost, while Starlink services that support standard business operations have been billed at a fixed rate. Starting in April, all Starlink services will be billed at actual cost plus a $50 monthly support fee for each active service line. Agencies will see a direct bill charge on their OTS invoice for Starlink services along with a separate charge for support (A8154463). This change will coincide with a significant change to Starlink's rate structure and will result in a lower overall cost for each agency.
When a new service is requested, OTS will advise which hardware option is best for the use case. Agencies will be billed upfront for the entire hardware purchase amount. All hardware kits will be property of the requesting agency, and the agency must comply with LPAA property control policies. For existing non-emergency units that OTS purchased prior to this change, OTS will continue to bill the $100 monthly hardware fee for the remainder of FY25.
